WaterNow partnered with Thornton to develop water use benchmarks for the City’s commercial, industrial, and institutional (CII) customers, which were then incorporated into the City’s 2025 Water Efficiency Plan. Data analytics quantified CII water use by business type, enabling us to develop metrics and benchmarks to support targeted water efficiency strategies.

Working with CII customers directly was key to ensuring the water use categories reflected the data as accurately as possible. The final guidance included steps to create equitable tap fees using these benchmarks and how to update benchmarks in the future, to support Thornton’s long term water use efficiency objectives.
