Direct Installations of Localized Water Infrastructure: A How-to Guide for Local Water Leaders

Low-income households often face barriers to participating in water rebate programs because upfront costs and reimbursement delays can be difficult to manage. As a result, opportunities to detect leaks, reduce water waste, manage stormwater, lower water bills, and improve household health and safety are frequently missed. Direct installation programs help address these challenges while reducing the risk of water debt and shutoffs and advancing utility equity.

Through direct install programs, utilities provide onsite water-saving infrastructure at little or no cost to customers, eliminating the need for rebates or reimbursements after installation. This guide is designed for local leaders interested in using direct install programs to expand access, increase participation, and strengthen community water resilience.
