Revitalizing a Longstanding Rebate Program to Generate New Savings

Charlottesville serves about 46,000 residents and has long been recognized for its water conservation efforts. Its high efficiency toilet rebate program—one of the City’s oldest initiatives—has saved about 70 million gallons of water over the past two decades. With participation declining in recent years, the City reached out for Accelerator support to reassess its efforts. WaterNow developed a roadmap for updating the City’s Toilet Rebate Program, aiming to boost participation to new levels and help customers save on their bills while reducing water and energy demand. The roadmap drew on newer approaches and trends, and integrated opportunities to expand and leverage data to inform outreach and communication to customers.
