RFP: Comprehensive Stormwater Management Plan

Heavy rain events often lead to flooding and to sewer overflows from combined sewer system (CSOs), contributing to public health risks and ecological degradation. To address these issues, the Borough of Sharpsburg, Pennsylvania wanted to bring on board a credible consultant to develop a comprehensive stormwater management plan, in a way that ensured the Borough’s particular needs would be met. In particular, Borough leaders wanted to be clear that the new plan would complement Sharpsburg’s existing watershed, climate, and other community plans, and focus on identifying impactful areas for investment, particularly in green stormwater infrastructure solutions. Drawing on Sharpsburg’s goals and best-practice examples from other communities, WaterNow worked with the Borough to develop this request for proposals (RFP) for the creation of a stormwater management plan.
