Tom Neltner, Chemicals Policy Director, Environmental Defense Fund

Tom Neltner leads efforts to remove or minimize hazardous chemicals from products and the marketplace through cross- cutting policy initiatives. Tom has worked on lead poisoning prevention at the federal, state and local levels for more than 20 years. He serves on EPA’s Children’s Health Protection Advisory Committee and played a leading role in an EPA-convened, multi-stakeholder workgroup that made recommendations to the agency to upgrade its lead in drinking water regulations. He is a Healthy Homes Specialist, Certified Hazardous Materials Manager and elected Fellow of the National Institute for Hazardous Materials Managers. He is admitted to practice law in Indiana, Washington DC, and the federal courts of appeal for the 9th and District of Columbia circuits.

Amy Barrilleaux, Public Information Officer, Madison Water Utility

Amy Barrilleaux directs media relations and public outreach for Madison Water Utility in Madison, Wisconsin. She has worked to develop a communication strategy that uses creative content, storytelling, and digital and traditional media to engage the public around major conservation and public works initiatives. Amy’s background is in broadcast and print journalism, a skill she leans on to communicate the value of water and highlight Madison Water Utility’s role in building a safe, productive, and healthy community.

WaterNow Speakers:

Caroline Koch, Water Policy Director, WaterNow Alliance

Caroline Koch is an environmental attorney with broad experience. In her role at WaterNow, she focuses on identifying and clearing policy and legal barriers to implementation of sustainable water management practices through toolkit development, legislative and administrative advocacy, and policy white papers. She was previously a partner at Lawyers for Clean Water, Inc., and represented environmental non-profit organizational clients in federal citizen suit actions and impact litigation advocating for the protection of California’s water and public trust resources. Caroline serves on the San Francisco League of Conservation Voters Board.

Walt Wadlow, Director of Utility Relations, WaterNow Alliance

Walt Wadlow is a civil engineer with over 30 years of experience in public water utility management. He served as the General Manager for the Alameda County Water District, a retail public water utility serving about 350,000 people, and was the Assistant General Manager for the Santa Clara Valley Water District, a wholesaler serving most of Silicon Valley. In his role with WaterNow, Walt assists in outreach to local, state, and federal government entities and program/projects as well as strategic planning and project management. Walt is a past-president of the California State Water Contractors and is serving in his second term as an appointed member of the City of Santa Cruz Water Commission.
