Jennifer "Jenna" Shimmin has a Bachelor of Arts in Criminal Justice, and a Master’s in Public Administration. She holds a QWEL certification and her WUE Practitioner Grade 2 from the American Water Work's Association (AWWA). She started in customer service in the Inland Empire region of Southern California, and quickly transitioned to working on conservation and rebate programs during the SBX7-7 days. From there she has developed and ran programs for the City of San Bernardino Municipal Water Department, City of Colton Water Department, City of South Pasadena – Environmental Programs, Coachella Valley Water District, and now is the Director of Water Use Efficiency for Eastern Municipal Water District.
She is an active member of several committees at both the AWWA national and regional (CA-NV) levels, as well as a member of a California Department of Water Resources workgroup.
