I serve as President of the 8 member Phoenixville Borough Council. Located 25 miles northwest of Philadelphia, Phoenixville Borough is 3.8 sq miles wither 17,000 residents. We are in the now rare situation of still owning and operating our water treatment, waste water and distribution facilities. Currently, we are undertaking a major self-funded innovative upgrade to our waste water treatment center, installing the first of its kind in North America HTC system. I am interested in learning more about what other communities are doing, as well as what funding options make exist.
