Will Bulloss currently serves as the Assistant Director of Strategy, Innovation, and Sustainability for the Western Virginia Water Authority, a combined utility serving approximately 300,000 citizens in the Roanoke region. His work focuses on external affairs, economic development, organizational performance management, and infrastructure investment. He has broad experience managing public infrastructure programs and implementing continuous improvement thinking to teams. He has helped develop pathways for entry into the organization’s workforce. He has overseen a variety of utility digital transformation projects including workflow automation, GIS, CMMS, and PMIS implementations. He works to find balance between reinvesting in aging infrastructure, extending service to a growing region, and maintaining affordable rates. He is a licensed professional engineer, holds a B.S. in Civil and Environmental Engineering from Virginia Tech, and is pursuing his master of public administration from the University of North Carolina.
