Creating a Strategic Roadmap for Water Conservation and Efficiency Programs Our Approach Project Outcomes

Project Goal

WaterNow is partnering with the City of Alamosa to explore the development of water conservation and efficiency incentive programs for Alamosa residents. These programs will not only support Alamosa’s water conservation efforts and deter any potential water shortage issues, they will also be designed with equity considerations at the forefront to ensure all residents are able to participate in these programs regardless of income. Once implemented, these programs have the potential to serve as examples and inspiration for surrounding communities in the San Luis Valley.

Our Approach

The City of Alamosa, CO, is the largest city in the San Luis Valley with a population of 9,814. Nestled within a high alpine desert, the valley receives an average of seven inches of precipitation annually. In recognition of the importance of water conservation, Alamosa aims to develop water efficiency incentive programs for their customers. WaterNow will work with the City to develop a roadmap for implementing high-priority water conservation and efficiency incentive programs, ensuring equitable benefits for all residents, particularly those in lower income brackets. The project team will analyze Alamosa’s current water plans, policies, and programs and research existing programs across Colorado and the Western US to tailor best practices for designing and implementing effective water incentive programs to the City’s goals. Based on this foundational understanding and on community and stakeholder engagement, WaterNow will develop implementation guidance and recommendations through a program roadmap. The roadmap will include a review of sustainable funding sources and strategies to support the program’s long-term viability.
