Research-driven RFP Opens Door to Comprehensive Stormwater Solutions

Through this project, Sharpsburg was able to leverage a $100,000 Pennsylvania Strategic Management Planning Program grant to develop the stormwater plan. A consulting firm was hired and the plan is expected to be finalized in 2026. Once complete, the plan will guide the Borough’s stormwater, parks, development, and capital improvement efforts for the next twenty-five years.

1. Partnerships between municipalities, other local and regional public agencies, and non-profit partners can identify project synergies that lower costs and create new avenues for funding.
2. Engaging the community early in the process – as part of efforts to scope an RFP – uncovers important insights that guide how consultants and municipalities continue to engage community members in developing and implementing stormwater management plans.
3. Ideally, municipal departments should coordinate to align their community engagement and outreach, to avoid outreach fatigue and help uncover connections between various stormwater, transportation, and other related efforts.
